2020年是天津全面建成高質量小康社會和“十三五”規(guī)劃收官之年，是天津加快新動能引育、推進高質量發(fā)展的重要一年?？萍枷到y(tǒng)和廣大外國人聘用單位堅持以習近平新時代中國特色社會主義思想為指導，全面貫徹黨的十九大和十九屆二中、三中、四中、五中全會精神，深入落實習近平總書記對天津工作“三個著力”重要要求和一系列重要指示批示精神，堅持新發(fā)展理念，以創(chuàng)新驅動和改革開放為兩個輪子，通過不斷完善外籍人才發(fā)現(xiàn)、培養(yǎng)、激勵機制，廣聚天下英才而用之。廣大外籍人才積極參與天津改革與發(fā)展的各項事業(yè)，充分發(fā)揮創(chuàng)造活力和創(chuàng)新潛能，不斷實現(xiàn)新超越，創(chuàng)造新業(yè)績，在助推天津經(jīng)濟社會發(fā)展的進程中發(fā)揮了獨特的作用，做出了新的貢獻，為深入貫徹國家重大戰(zhàn)略、實現(xiàn)“一基地三區(qū)”定位提供有力的人才智力支撐。

Letter of New Year Wishes to Foreign Talents

Dear foreign talents:

As we bid farewell to the old and usher in the New Year, Tianjin Municipal Science and Technology Bureau, also the competent department of foreign talents working in Tianjin, would like to extend our New Year wishes to all of the foreign talents who have been paying attention to and participating in the development of Tianjin.

The year of 2020 marks the end of building up the high-quality well-off society and the completion of the “13th Five-Year” plan for Tianjin. It also sees the introduction and nurturing regarding new drivers of growth and high-quality development. With Xi Jinping’s thought on socialism with Chinese characteristics in the new era as the guidance, the technology departments and a number of foreign talents recruitment organizations, are committed to the 19th CPC National Congress, the Second Plenary Session of the 19th CPC Central Committee, the third, the fourth and the fifth Plenary Session of the 19th CPC Central Committee as well. Besides, they will strive to meet the requirement by president Xi Jinpin concerning the “three focuses” along with a series of key instructions. We will adhere to the new concept of development featured by innovation-driven and reform and opening up as the two wheels. In addition, we will continue to improve the incentive mechanism for foreign talent seeking and cultivation from across the world. The large number of foreign talents will proactively participate in the development of the reform and development in Tianjin, giving full play to the innovation energy and potential. In so doing, Tianjin could achieve new high thanks to their unique role in and contribution to the socio-economic development. It is fair to say that they have underpinned the national key strategies and the positioning of “one base, three areas” (high-and-new technology industrial park, special tourism industrial park, modern business and logistics park, new downtown as well as efficient agricultural base).

At present, Tianjin is at the critical juncture of overcoming mountainous difficulties with lots of pressure. Therefore, it is even more important for us to attract talents from all around the world. We sincerely expect foreign friends to know about Tianjin and support the development of Tianjin. Moreover, it could be awesome if they work and settle in Tianjin. With new opportunities and challenges, they can also play their roles and contribute to the common development of the city of Tianjin as typified by the modernization in terms of innovation, inclusiveness, livability, democracy and happiness.?
